Marijuana typically contains 15-30% THC, with the majority of that THC being in the form of THCa and only a small percentage being in the form of Delta-9 THC. Because only a small amount of marijuana is available to your body as Delta-9, eating a small amount won't make you feel anything. When heat is applied to it (such as a lighter), the THCa converts to Delta-9 THC and results in the psychoactive effect that cannabis is famous for. The growers have worked to get the Delta-9 THC content below the .3 percent mark while maintaining THCa levels of 20-30 percent or even higher in order to comply with the .3 percent Delta-9 THC threshold that was adopted by the federal government with the passage of the 2018 Farm Bill. This is not "infused flower" and there is no Delta-8 involved. This is cannabis that has been tweaked so that it is now legal in most states–even some of those that have not legalized marijuana–like North Carolina!
